On the other hand, the Chinese civilian assessments are not so
optimistic. The 2020 ranking has China at number eight in the world,
with a projected power score of only about half the U.S. power score.
As per the civilian ranking, in 2020 China will rank only seventh in the
world, well behind the U.S.A. and Japan, still at numbers one and two.
CNP-type comparisons apart, even a general comparisons between
China and India will inevitably become an exercise in comparative
sociology and economics between the Indian and Chinese societies, but
without going into all aspects, a few of the relevant differences are
worth looking at, for the purpose of studying the different approaches
to strategy:
1. Of the only two surviving ancient civilizations, the people of China
are known for their pride in China’s long history, while the people
of India are completely uninterested in history. In India, anything
that happened six months ago is history, and quickly forgotten. The
public memory is extremely short. In the historical information
category, only trivia retain any significance in the public mind, for
example movies in which the superstar Amitabh Bachchan starred.
2. ‘The Chinese Subcontinent’ is larger than India, and is strategically
well-located to dominate central Asia and all other regions
contiguous to it in all directions. China’s occupation of eastern
Turkestan in 1759-60, since known in Chinese as the ‘new
territories’ (Xinjiang), the occupation and Sinicization of
Manchuria, its occupation of Inner Mongolia, and its occupation of
Tibet in 1950-51, have placed it in a favourable position to
dominate all of central, south-eastern, and north-eastern Asia, while
it itself occupies all of mainland eastern Asia, China’s heartland.
India’s only geo-strategic advantage lies in its position relative to the
Indian Ocean, should it decide to capitalize on the situation, just as
the Chinese have made best of use of their own advantageous
position in central Asia.
