As per the above broad guidelines, using specially created formulas,
China’s own assessments of their CNP, compared to those of selected
other countries in a top-down ranking, made separately by the military
and civilian academic institutions, are as under:
For 2000; by Col. Huang Shuofeng, Academy of Military Sciences
(AMS),1996:
USA CNP rank: 1
Japan CNP rank: 4
USSR CNP rank: 2
China CNP rank: 5
India CNP rank: 8
For 2010; based on Col. Huang's formulations and yearly growth
rate, are as below, with the CNP scores on the basis of the USA =100:
USA CNP rank: 1 CNP score: 100
Japan CNP rank: 4 CNP score: 69
China CNP rank: 3 CNP score: 72
India CNP rank: 9 CNP score: 44
For 2010; based on the Chinese Academy of Social Sciences
(CASS) assessments:
USA CNP rank: 1 CNP score: 100
Japan CNP rank: 2 CNP score: 97
Russia CNP rank: 5 CNP score: 57
China CNP rank: 8 CNP score: 52
India CNP rank: 13 CNP score: 26
Similarly, there are other CNP calculations made by other military
and civilian institutes, and projected scores and rankings for 2020 are
also available. The Chinese take the study of Military Science very
seriously, and use these CNP scores for calculations in the war-gaming
of future war scenarios. ‘Military Science’ for the Chinese implies not
only military operational art but also several other specific approaches;
there is no exact Western or Indian equivalent, even though computer
war-gaming is widely used everywhere.
Chinese Military Science
believes the CNP scores are useful indicators of war-fighting capability For 2020, as per the military assessments of CNP, assuming China’s
growth rate to be 5.8 percent, double the U.S. rate of 2.8 percent, the
USA and China CNP scores will be equal. For 2030, the military
assessment of CNP has the USA dropping to third place, after China,
Japan and Germany, and India will be sixth. The military assessments
are consistent with their current strategic belief that a multi-polar world
is emerging, which will resemble the Warring States period in China
(475-221 BCE).
