The Fourth Fundamental: National Security Doctrine for Global Reach continues...
India could overtake China, and come abreast of the USA by 2050 provided this nation can overcome the imminent budgetary risis. It is imminent because government’s fresh borrowing capacity is soon going to shrink below, and fall short of, the repayment of past loans received and that the allocation of resources to immutable heads such as defence, subsidies, pensions and police becomes equal
to government revenues, leaving no resources for any investment. The state governments are already bankrupt and depend on doles from a near insolvent Centre. To break out of this world requires a new dynamic modern political leadership that Indian democracy has proved capable of providing—but as in the past, after a crisis (e.g., food (1967) and balance of payment crisis (1991)).
Is the optimistic scenario realistic or feasible for the India of today?Yes, if we adopt the correct ideology and policies today. The last six decades of Independence are replete with examples of how we have adopted wrong policies, which were out of sync with the Nation’s endowment, that we could rectify each time only after a crisis. The suppression of the agricultural sector for example in the five year plans was stopped only after the Food Crisis of 1966-67. The authoritarian trends in the state were laid to rest only after the Emergency Crisis in 1975-77. The disastrous Soviet model was dismantled only after the Balance of Payments (BoP) Crisis in 1990-91. Therefore, we should now learn from experience and not wait for another crisis for adopting the correct policies necessary to make India a developed country by 2025.
To begin with, the people will have to elect a meritorious and modern leadership who are modern, patriotic and rooted, in India’s glorious past. For this, the electorate will have to rise above caste fanaticism and religious bigotry and to vote accordingly. Governments provide governance and leadership, and in the highly sophisticated world of today, India needs modern minded leaders.
