The Fourth Fundamental:
National Security Doctrine for Global Reach continues....
In fact, what is of concern is that with nuclear weapons now within the reach of Pakistan, led by military generals, India’s defence strategy is being formulated on the internationally disowned doctrine of second strike capability just when India must necessarily focus on a quick Israeli-type “blitzkrieg” for limited and short duration wars. The present system of defence budgeting must also be streamlined to reflect the cost effective accounting of our procurement policies e.g., if we are not committed to a Blue Water Navy, why should we purchase aircraft carriers when jumbo helicopters are cheaper and more effective?
Thus, at present we may have the formal structures of a national security council and some publications on strategy, but there is in reality no well thought holistic view and no properly formulated detailed national security doctrine. This is because the formal structure lacks an ideological support framework and concept of identity.
On the principles enunciated above, the Fourth Fundamental of National Renaissance is the implementation of a national security doctrine that seeks to position India as a global power pole in a multipolar world to spread and defend Hindustan’s cultural values.
