Preemptive Strike: If and when it is deemed necessary to go to war,
they would prefer to retain the initiative and strike first. This would
include a pre-emptive cyber-strike.
Local War under Informationized Conditions: The form of warfare
envisaged by the PRC on its periphery, wherein all elements will be
used, but with the physical power projection on ground limited to selfimposed restrictions. These would include factors such as logistics as
well as strategic aims and physical objectives. The warfare itself would
include everything from traditional methods to cyber war or net-centric
warfare and space warfare against Indian satellites.
Unrestricted Warfare: The actual conduct will include all possible
weaponry, short of nuclear weapons, which though kept in readiness
would be kept under strict control. The methods will include very
specific disabling attacks, being described by China as ‘acupuncture
warfare’, ‘asymmetric warfare’ and other descriptive terms. The conduct
will not necessarily be confined to the peripheral conflict region for the
range of activities that will influence the outcome of the conflict.
