Chapter 1 Continues...
The current position in terms of principles of combating terrorism are codified by the UN Human Rights Commission vide its Resolution No. 8 of 2005 (Annexure 2). The question before us how in India we go about combating terrorism, in light of our international commitments, and protecting fundamental human rights.
The fundamental question is that since in India we are seriously affected by terrorist attacks, even more than in Iraq and Afghanistan today ,i show to formulate a policy to deal with terrorism.
The cure we choose for terrorist attacks should not be worse in the long run than the consequences of these attacks just as was the Kandhahar IC-184 plane hijack has showed. In that episode, the Vajpayee Government capitulated to free three deadly terrorists including Mohammed Azhar, all three being in jail in Jammu before the hijack. These three had been caught after several police person were killed in an encounter with them. All three after release by the Vajpayee government as quid pro quo of release of !C-184 passengers [minus one passenger whose throat was slit in front of newly wed wife], were flown by Special VIP IAF Plane to Kandhahar, and handed over to Taliban. All three went to Pok from Kandhahar [Gandhar in Mahabharata] and founded three terrorist organization against India.
Terrorism in India worsened as a consequence of the deal made by the Vajpayee’s meek government to release these three notorious terrorist in Indian jail for freeing the passengers and crew of the hijacked Indian Airlines flight, but ironically more innocent people have been killed in terrorist attacks since the release of the three terrorists Maulana Azhar, Umar Quershi and Zargar in exchange for 159 passengers and crew in the Kandhahar case.
These three (on reaching Pakistan after being freed in Kandhahar) set up Jaish-E-Mohammed, LeT and Al Mujahedin which continue their terrorist acts even today starting with the dastardly 26/11 atrocity, continuing to kill innocent Indian citizens with terrorists attacks on civilians.
