GRASSROOTS APPROACH
A grassroots approach linked to community peacebuilding is likely to be
an effective approach in the long-term. Lasting reconstruction and peace-
building in post-conflict situations must be rooted in local decision-
making and actions and there is a growing demand inside Afghanistan to
empower local capacity. The “international” approach to reconstruction
does not often take sufficient account of this factor, either for peace-
building or for development and does little to strengthen local capacity at
the grassroots level. Post-conflict reconstruction by the donors has
privileged international agencies in allocating resources and is almost
certainly not the most cost-effective in the short-term.
There are no purely military solutions in Afghanistan: while the use of force will be
necessary, a way forward must be rooted in political and economic
processes. So it is important to understand what is needed to empower
local capacity for Afghans to meet their future needs while creating the
socio-economic conditions that would promote peace, stability and
rehabilitation. Provisions of justice and empowerment, (directed at
masses with special attention to women, children and minorities) literacy,
security, social well-being, economic opportunities, development of
national identity are important issues which need to be paid due
attention.
Existing peace-building measures to promote peace and control
conflict in Afghanistan have not reached the desired expectations.
Prolonged conflict has fractured the social fabric of the country
and, in the event of severe and persistent poverty, local disputes have the
potential to turn violent and to exacerbate the wider conflict. But there is
no effective strategy to help Afghans to deal with disputes in a peaceful
manner. The causes, nature, and effects of insecurity vary widely, and
there is a corresponding variation in the most effective means by which
security can be ensured. Often a range of steps are required in different
degrees, such as to strengthen the rule of law, build professional security
forces, reduce poverty, or improve governance. Human security issues like
poverty and diseases are very crucial and need to be addressed and for that
the international and the regional organizations have to work in tandem.
