Contrasting this with the ULFA’s original aims and objectives will leave nobody in doubt that
it is now completely under the influence of its ISI and Bangladeshi masters. Its original manifesto had justified its creation in 1979 as a fight against the “influx of foreigners and massive exploitation of its natural resources.” ULFA’s targeting of the innocents is part of the ISI strategy of bleeding India through “a thousand cuts.”
The LTTE not only collaborated with the ISI of Pakistan, but in Afghanistan, before 9/11, it worked with Al Qaeda. The LTTE, for example, acquired limited anti-aircraft capability in 1994, when it helped the Harkat-ul-Mujahideen of Pakistan to transport arms and ammunition to the Al Qaeda supported Abu Sayyaf group in Southern Philippines in return for which the Harkat-ul-Mujahideen shared some of the spoils of these arms and ammunition with the LTTE, which included anti-aircraft missiles. This included not only some conventional anti-aircraft missiles but also shoulder-fired missiles. B. Raman, former R&AW official, has opined that the LTTE’s stock of ammunition for its conventional anti-aircraft weapons appear to be exhausted and also that possibly the life period of the batteries required to fire the shoulder-fired missiles had also expired and that the LTTE has not be able to replenish its stock. The LTTE, therefore, had no anti-aircraft
capability against the Sri Lankan military till recently and hence they were madly in search in India, hoping to bribe some politician–business nexus to make arrangements. It probably succeeded judged by the fact that the Sri Lankan Air Force is unable to bomb on the ground the six micro light-aircrafts that the LTTE has based in Jaffna.
The terror network has also expanded with ISI establishing contacts with Maoists and Islamist NGOs in Nepal to plan and execute anti-India operations, according to Wilson John writing in Pioneer news daily on “ISI’s new strategy” (14 February 2007).
