It is a form of cult hysteria, a temporary insanity much as a ranting raving ex-corporal of the German army, Adolf Hitler, was able to sway their nation’s Nobel Laureates to organize the scientific murder of helpless innocent Jews by the millions.
Pakistan had increasingly sought the support of LTTE to train the terrorists it employs. That need is now being addressed by the LTTE. There are firm reports that the ULFA and other insurgent groups in India’s North-East are leaning on new operation techniques. This is coming across in the bomb blasts they are organizing in public places. This is the first time we are witnessing the phenomenon of outsourcing in terrorism operations. In 1991 when I was a senior Minister and member of the Cabinet Committee on Political Affairs (CCPA), our Intelligence Agencies had briefed me on the LTTE-ULFA nexus. According to former R&AW official B. Raman, [see his The Kaoboys of R&AW ], RAW had prepared a dossier on the ISI facilitation of providing weapons to the LTTE by the Harkat-ul- Mujahideen. One ship carrying loads of weapons left Karachi in 1995 with “Kittu” on board. It was interrupted by the Coast Guard. Kittu committed cynonide suicide.
The ISI is seeking to broad-base its sphere of influence and improve the capabilities of terror or insurgent groups. It had been influencing ULFA not to enter into any negotiations with the Indian Government and instead carry out specific attacks. A batch of 15 ULFA cadres were recently sent to Pakistan for advanced training by the LTTE. Many meet ISI agents in Bangladesh, especially in Chittagong area.
ULFA and LTTE have been cooperating since 1990. ULFA has taken LTTE’s support for maritime contacts, sea routes because ULFA also owns a few trawlers operating from Chittagong and it connects them to even Cambodia.
It was the ISI which had introduced ULFA to LTTE transporters who, for a fee, undertook to transport arms from South-East Asia into Myanmar. The LTTE is reported to have trained various ULFA cadres in explosives handling.
