Local conflict is intensely linked to a range of social, cultural, economic and security factors and linked to the complex relationships which in some area cross provincial, national and regional boundaries. This means undermining the causes of local conflict, particularly those which threaten local livelihoods require a multi-level approach. As a result local conflict resolution can help contain and calm an area affected by local conflicts, but it cannot address all land registration issues or the increasing availability of the small arms because of the arms trade which allows conflicts to become violent more quickly.
The impact of the drug economy and the insurgency on local conflict can be severe, altering local power relationships and stifling connections between communities and formal governance structures.
