The logic of market economy provides opportunities to pursue self interest but does not create conditions for social harmony.
Moreover, the low domestic capacity for raising revenue and high demands for
expenditure, foreign donors with financial resources play a dominating
role in economic recovery where the establishment of liberal economic
policies is often a condition attached to international assistance.
Development policies therefore, can be organically linked to the priorities
of reconstruction rather than a series of disconnected technical projects.
Drawing on the capacity of indigenous organizations to mobilize
resources in their local settings, is a key-strategy to long-term success of
peace-building and Afghanistan has a long way to go in mobilizing
indigenous resources.
