The Fourth Fundamental continues...
If such a leadership indeed comes to office, what needs to be done? First of all, we need to consciously adopt a national security doctrine that defines our security goals, fixes priorities, determines defence strategy and integrates the requirements of defence, development and diplomacy into a coherent doctrine. Pending that blissful occurrence when all nuclear weapons can be destroyed, in order to enforce such a doctrine in practical terms, we shall have to acquire nuclear weapons with a delivery system. This must be backed by credible retaliatory strategy to constitute a deterrence. Our technological capacity for this acquisition is already there. This acquisition is an insurance against nations, big and small, far and near, who might threaten us with those kinds of weapons. Possession of nuclear weapons is also ā an international driverās licenceā to permit us to navigate in the world arena. Furthermore, if our doctrine is to be taken seriously. India should demonstrate that it can stand on its own feet and exercise power whenever its interests, near and far, are jeopardized. India should be ready to despatch military forces anywhere where anti-Indian ethnic clashes endanger human rights. This will be a demonstration of willingness to use power in all its dimensions to secure our national interests. And once such force is despatched, we should pay the price to ensure the peaceful existence of the overseas Indian Community. This we have repeatedly failed to do in the past e.g. when the IPKF retreated from Sri Lanka. In Sri Lanka, we should not hesitate to create Eelamāas we did with regard to Bangladeshāif that is the only way to safeguard the Tamils. But it must be clear, that for Eelam we cannot empower the terrorists. If Eelam is to be created at all, it has to be under Indian patronage. Similarly, we should defend Indians in Fiji, South Africa, Guyana and other places where they are targeted just because they are of Indian origin.
