Security and Stability
A greater degree of security and an end to periodic local conflicts has to be ensured for proper reconstruction. This has to be built on the intense and easily observable desire of the Afghan people for peace and the opportunity to get on with their lives and that could be secured by an international, UN-mandated force that is seen as a source of support and not an instrument of occupation. But in Afghanistan the UN is often regarded as a de-facto government and other international bodies as instruments of occupation.
Security, stability and economic progress are inextricably bound together. Security and stability cannot be achieved unless people feel that
their lives are improving and that they have a stake in a shared and successful economic future. To rebuild the security sector, Afghanistan’s relations with its neighbours are of critical importance. Lying on the faultline of cultures, societies and regions, the country faced the threat of conventional and nuclear warfare between states, territorial disputes, economic underdevelopment, radical Islam, transnational terrorism and
organized crime in the form of narcotics and weapons trafficking. The establishment of security is a fundamental condition on which success in all other areas of governance depended.
The creation of Afghan Police and
Armed Forces remained a huge challenge. Threats from lawless elements, illegal armed groups, and organized crime were represented as great threats to the stability of the country.
The establishment of an effective judicial system and strengthening of the rule of law and the development of a competent police force is the immediate need for maintaining security and stability.
The reform of the Afghan National Police and the Ministry of Interior represent a major challenge: fighting corruption, improving the integrity of the force, reform the command and local government structures, reinforcing new
core values, and developing professional skills remain the need of the hour. The overall aim is to transform the police into the trusted guardians of the Afghan society.
