Afghanistan continues....
In an overtly politicized environment, reconstruction could contribute to the creation of ‘politically neutral’ spaces for the civil society to mature and contribute positively to any on-going peace-negotiations or processes. Bringing Afghans to the centre-stage in the decision-making process came up as a crucial pre-requisite. Strategies for recovery included the key components of institutional development and the capacity building in establishing good governance based on collaboration between state, civil society and the market, were the acknowledgement that recovery of conflict-torn societies is a development challenge. But, whether the operational practices would continue to contradict the principles and lessons learned from proven experience, remained another issue.
The extent to which international strategies were impartial and the pace and nature of international commitment for political and economic reconstruction activities were enabling; and whether the government in Kabul had enough legitimacy and could manage reconstruction, became
important issues facing Afghanistan since 2001.
